The Governor's Touch in Lifting the Quality of Life of the People of Papua


PAPUANEWS.ID - Two days before the Independence Day of Indonesia on August 15, 2017, the Central Bureau of Statistics (BPS) launched the Papua Province Happiness Index 2017. Thankfully, in the last 4 years, the happiness of the Papuan people has increased, from 60.97 in the year 2014 increased to 67.52 in 2017 measured on a scale of 0 - 100. This index measures life satisfaction, affect (affect), and meaning of life (eudaimonia).

 
Previously, in July 2017, BPS issued a report on the poverty level in Papua. As a result, the poverty rate in Papua has declined in the last 4 years. The poverty rate declined from 31.13 percent in March 2013 to 27.62 percent in March 2017. In addition, the Papua Human Development Index (IPM) improved from 56.25 in 2013 to 58.05 in 2016. How do we read the results of development in the last 4 years? What are the prospects for the future?
Closes the Touch of Development to the Grassroots
We realize that what is achieved today is inseparable from the various touches made by the two Papuan leaders, Governor Lukas Enembe and Vice Chancellor Tinal. Of course, it can not be separated from the collective work with the Government and stakeholders in Papua.
From an economic perspective, the role of government can be seen from the role of allocation, the role of distribution and the role of stabilization in the economic structure. In terms of the allocative role, the most important touch of Governor Lukas Enembe - Vice Governor of Clement Tinal, is to set the policy of Otsus funds with "Formula 80:20". This new fiscal framework is embodied in Perdasus no. 25/2013 on Distribution, Receipts, Financial Management of Special Autonomy Funds, which was subsequently amended by Perdasus no. 13 / 2016. The change in allocations in the 80: 20 formula is seen as an effort of the fiscal decentralization strategy to the bottom of the people, or "bringing the state closer to the people".
Other allocative roles are reflected in the efforts of Governor Enembe to promote Health for All policy, "Health for All" for the Papuan people in accordance with regional typology. The first thing to be done is the matter of policy coordination. To that end, the birth of Papua Health Development Acceleration Unit (UP2KP) with the umbrella of Governor Regulation no. 16 / 2013. In a deeper philosophy, the presence of this institution is actually aimed at preventing the extinction of Orang Asli Papua (OAP) on its own land.
Throughout the year 2014, a number of policies of the Governor of Enembe in the health sector have been based on Perdasus No. 7/2010 on Health Services. "Health Policy Package for the People of Papua" is reflected in the presence of Pergub. 5/2014 on the Allocation of Special Autonomy Funds Regency / City in Papua for Health and Pergub. 6/2014 on Health Financing Guarantee. In addition, also published, Pergub. 7/2014 on Health Service Referral System and Pergub No. 8/2014 on Technical Guidelines for the Use of Special Autonomy Fund for Health in the amount of 15 percent for Kabupaten / Kota in Papua.
In order to open the people's access to health, it is seen that the government effort to use special pattern according to the regional typology. This is evident from the presence of mobile medical officers or "mobile" in the form of task force health of bare feet (Satgas Kijang), unit service (Satpel) floating and flying in the interior of Papua. This is also supported by the presence of Healthy Papua Card (KPS) which backs up and completes the National Health Insurance through BPJS.
Of course, there are still a number of other social policies to improve the quality of life of indigenous Papuans. We are very aware that there is still a lot of homework to do. Moreover, the health aspects in the Land of Papua get the spotlight from the international community. Going forward, local governments throughout Papua are also required to succeed the Sustainable Development Goals (SDGs) policy of 2030, which replaces the 2015 Millennium Development Goals.
Becoming the collective task of the Government and Local Government to realize the expectations of President Joko Widodo, as the presence of Presidential Regulation no. 59/2017 on the Implementation of the Achievement of Sustainable Development Objectives.
